Universal prevention. It initially started a response to the outbreak, and mitigation to reduce risks and harms caused by the cholera outbreak, then progressed to universal prevention program for communitiy members, stopping the cholera outbreak; even before it starts… by addressing sewage issues, behaviourally constanstly washing hands with soap and hot water to afford germs and diseases; with advocacies the government was also able to provide new sanitary items and toilets for the community.
